Adds a Norwegian chart of accounts and related tax setup so businesses operating in Norway can configure accounting in Odoo more easily. This reduces manual setup effort and helps align accounting records with Norwegian requirements.

Initial commit of Norwegian chart of accounts (from v6)

New job positions are now created as open by default, making them immediately available for recruitment workflows. The help text around job position states was also clarified so HR teams can better understand each stage.
