[IMP] Rename Call for Bid into Call for Tender when on the buyer's side

The purchasing workflow now uses the term "Call for Tender" instead of "Call for Bid" when viewed from the buyer's side. This makes the terminology clearer and more aligned with buyer-facing procurement language across related screens, reports, and wizards.
