This change combines existing debug options into a single developer mode and lets teams turn individual development tools on or off. It makes troubleshooting and development more flexible, but these tools must not be enabled in production because they can expose powerful debugging access.

Purpose:
- Merge dev mode and debug mode
- Allow to active dev feature one by one
