[ADD] contacts: create new module that make menu installable manually

A new Contacts module is added so the Contacts menu can be installed only when needed. This keeps the initial Odoo experience simpler by reducing the number of menus shown to new users, while still allowing businesses to add Contacts later.

Current behavior before PR:
-  There is no module for 'contacts' in app menu.

Desired behavior after PR is merged:
- create new module 'contacts' that makes the menu installable manually.
