Enhancements to existing features
This update lets Odoo state records include flag images and allows other apps to add action buttons on state forms. It also adds a South America country group, improving regional organization and making state flags available for reports and documents.

Description of the issue/feature this PR addresses: - Improvement for base module, to permit to add states flags and action buttons on states views. - Created South America's Country Group. Current behavior before PR: - Other modules could not create action buttons on states form. Desired behavior after PR is merged: - Other modules can create actions buttons and the user can insert the state flag. The payroll configuration screens have been adjusted to match the newer settings design. This makes payroll setup pages more consistent and easier to navigate, including the French payroll settings where applicable.
