Accounting users can enable recurring vendor bills and journal entries from settings, then mark eligible documents to automatically generate future draft copies on a chosen schedule. This reduces manual data entry for repeated supplier costs and recurring accounting adjustments.

Description of the issue/feature this PR addresses:
In 2018 we have to certify the inalterability of data for the user of accounting in France. We would like to quickly provide individual attestation. To do that we have to ensure the inalterability of data. 

Current behavior before PR:
Currently if l10n_fr has installed then we can cancel payment entries by the use of account_cancel module.

Desired behavior after PR is merged:
 If l1on_fr installed -> Block account_cancel installation
If account_cancel installed -> Block l1on_fr installation
Give the warning message on the installation.
