This change restores missing styling for the PDF viewer by adding it to the core web module. This helps ensure PDF previews display correctly after the styling was removed from another module.

I made this pr #26449 some days ago.Now in the master branch, pdf_viewer.scss is remove from mrp module.but pdf_viewer.scss is not add to web module.This pr fix this.
