The separate Mexican electronic invoicing payment module has been removed and its payment functionality is now included in the main Mexican electronic invoicing module. This simplifies module management while preserving the relevant payment features in one place.

Removed `l10n_mx_edi_payment` module and merge it with `l10n_mx_edi` in
account_payment model.


The functionality in `l10n_mx_edi_payment`was added in a new module to v11 to stable policies but must be joined with `l10n_mx_edi`.
