Enhancements to existing features
This change adds automated checks to install localized accounting modules and their chart of accounts, helping catch country-specific setup problems earlier. It also fixes several localization issues so accounting configurations work more reliably across supported regions.

Description of the issue/feature this PR addresses: A test that install all l10n_* modules and install the localized chart of accounts. This PR also fixes some l10n_ that were not working as expected.
