This fixes issues that prevented survey walkthrough tests from launching unless another website component happened to be installed first. Survey tours now load the right resources and dependencies, making automated checks more reliable for the Survey app.

Purpose of this merge is basically to allow launching survey tour in browser and command line. Several fixes are necessary to achieve that purpose. See sub commits for more details.
