Belgian payroll demo data is moved into a dedicated test module instead of being loaded during normal module installation. This prevents installation conflicts with accounting data and avoids crashes when other country modules are automatically installed.

Revert the commit in which we added l10n_be as dependency of l10n_be_hr_payroll Move the demo data into a specific test module, to avoid crashes when installing the module, that create payslips on the Belgian company, the auto install l10n_us that tries to unlink the journals and the accounts. Access-rights labels and grouping have been reorganized so administrators can more easily understand and manage user permissions. Expenses and Timesheets also gain dedicated approver roles, making it easier to delegate approvals without granting full administration rights.
