This update strengthens Odoo's mail handling by adding broader tests for incoming email routing, bounce handling, and blacklist behavior. It also fixes a crash when removing followers from the interface and simplifies related mail server code, reducing future maintenance risk.

Purpose: pre-merge of small code cleaning and tests improvements for
task 1853147.

Includes: fetchmail code cleaning, fix in mail and improved tests for
mail gateway.

This fixes the stored language code for Filipino so it uses the proper Filipino (Philippines) identifier. It helps ensure language records, translations, and future migrations refer to Filipino consistently.

Master version of odoo/odoo#32867
Instead of fil - fil_PH, it should have been fil_PH - fil.
