This fixes a display issue in kanban views when an onboarding banner appears together with the search panel. It helps keep the page layout readable and usable in this uncommon configuration, with no expected impact on standard workflows.

Before this rev., the layout was broken when a search_panel was used alongside the onboarding banner in a kanban view. Note that this usecase doesn't exist in standard. Vendor bill refunds now show untaxed and tax amounts using the same signed calculation as credit notes. This removes inconsistent totals in accounting views and helps users interpret refund values correctly.
