[ADD] base_vat: add Argentinian vat validation

Coremasterbase_vat

The system now validates Argentinian VAT numbers when partner tax details are entered. This helps improve data accuracy and reduces the risk of incorrect customer or supplier tax information.

### Description of the issue/feature this PR addresses:

Add Argentinian vat validation to base_vat module.

### Current behavior before PR:

There was not validation for Argentinian vat

### Desired behavior after PR is merged:

Now there is a validation for Argentinian vat
