[PEP-594] is deprecating a bunch of modules/functions, as part of the
cleanup related to these modules, we also dealing with other deprecated
modules/functions.

The `inspect.getargspec` returns information about python functions,
that function has been deprecated in python3 and replaced by
`inspect.getfullargspec`. The later supports all python3 function
signature including keyword-only and annotations.
