Resolved issues and error corrections
This fixes the ordering of Mexican tax templates so the standard 16% taxes are selected by default when setting up products or invoices. It prevents 0% or 4% taxes from being incorrectly preselected, reducing manual corrections for Mexican accounting users.

[FIX] Sequencing Template Taxes in order promote up 16% taxes as default ones. = <img width="1602" alt="Screen Shot 2019-08-22 at 9 32 05 PM" src="https://user-images.githubusercontent.com/7598010/63562797-886f4980-c524-11e9-9ec2-f0416c77fb23.png"> Before this commit when installing `l10n_mx` chart of accounts taxes for 0% and 4% were the ones assigned by default in products or in invoices for sales and purchase, respectively. Reason was wrong sequence in the Template of Taxes, combined with order of creation, ids. now the two ones with lowest sequence are the 16% Taxes. Regards.
