The Documents app now keeps its PDF viewer tools with the Documents assets, so PDF splitting can load what it needs only when required. This helps keep the feature available to the right users while reducing unnecessary loading elsewhere.

This commit creates a separate pdf js lib template with an access group
for documents to allow the pdf splitter to lazyload the template.
