Resolved issues and error corrections
Billing users can now access the AFIP invoice consultation menu without needing advanced accounting permissions. The menu was moved to a more accessible accounting configuration area, reducing unnecessary permission barriers for everyday billing work.
Original PR description
task 347 --- Be able to see the menu for all the billing users. Before this commit only the users in "Technical / Show Full Accounting Features" where able to see this menu, with this change all the Billing users are able to see it. In order to do it we move the menu to the Accounting / Configuration menu (originally was in "Invoicing/Accounting/Actions" menu that is also only visible for users in "Technical / Show Full Accounting Features").
