[IMP] l10n_ch_reports: added English and updated translation

Swiss financial report templates now use English as the base language, with French, German, and Italian provided through translation files. This makes multilingual reporting easier to maintain and helps users see the correct language based on their preferences.

Original PR description

- records in XML files are now in English language instead of French
- translation for the same will be loaded through *.po files for French, German and Italian
