The dashboard now correctly shows the onboarding banner again when it should appear. This restores guidance that helps users get started and prevents a missing-banner experience caused by an earlier change.

Commit f0320b4004990b68509301db42e316e1f729ff3a forgot about that feature.
Together with odoo/odoo#76089, this commit revives the display of the banner.
