Enhancements to existing features
Social users now have the same ability as internal users to create and update marketing campaigns. This lets social media teams manage campaigns without depending on another user’s access rights, reducing operational friction.

PURPOSE Currently social user have only `read` access, social user can manage campaign but it depends on internal user's access rights. SPECIFICATION after this PR, Social users will have `update` and `create` rights to manage campaigns independently just as any other user. Task-id: 2701582
