Belgian payroll users can now sign DmfA declarations directly during file generation using the certificate-based method required by ONSS. This reduces manual work and helps companies stay compliant after older eID SHA-1 signatures were disallowed.

Purpose ======= The sha-1 signatures using eid cards is now forbidden by the ONSS, which requires to use an authorized certificate (mainly GlobalSign). As the process is rather complex, allow to sign the file directly when generating the DmfA file, using sha256 and pkcs7. TaskID: 2743863
The Intrastat report now shows system and type information together as a single Commodity Flow field, reducing duplicate information for users. Spreadsheet exports keep the simpler system code only, making exported data cleaner while preserving the needed reporting detail.

On the intrastat report the system and type fields represent the same thing and are thus redundant. It therefore makes sense to consolidate them into one field called 'Commodity Flow'. In this commit the two fields instead represented as one field, with the 'system' first, and the 'type' following it in brackets e.g. 19 (Dispatch). The xlsx export should instead contain only the 'system' (the 'type' is actually redundant when considering the 'system' codes), so the 'print_xlsx' function is modified such that only the 'system' is used. In order to achieve this distinction, a key 'country_format' is inserted into the options inside of the 'print_xlsx'. The content of this report 'Commodity Flow' field is generated depending on this key. The tests are updated to match this new structure and a new test has been added to test the content of the report under the same conditions as an xlsx export (i.e. codes instead of names). task-id: 2884333 This PR contains the majority of the contents of the original PR: https://github.com/odoo/enterprise/pull/28630, which was closed in v13.0 as the contents would have violated stable policy. The Chilean electronic invoicing setup has been adjusted to stay compatible after email retrieval features were consolidated into the main mail system. This helps keep configuration records aligned and reduces upgrade or setup issues for affected deployments.

With linked community PR, the `fetchmail` module is moved into `mail` and so this commit adapts the changes by improving xml ids of the records that are now part of the `mail` module. task-2797458
