This update reorganizes shared setup code used by accounting journal dashboard tests. It helps keep test coverage easier to maintain, reducing the risk of future accounting dashboard issues reaching users.

The German localization manifest now explicitly states that the audit trail is enabled by default. This improves transparency for compliance and audit expectations without changing existing behavior.

In #167973 (merged in 17.0+), we enabled the audit trail by default when loading the German localization.

TSB requested that we indicate this explicitly in the manifest.
