Bank statement attachments are now created consistently when statements are created manually, not only when they are imported. This helps ensure supporting documents remain available on statements while avoiding duplicate attachments when a PDF is already added manually.

Original PR description

Before this commit, the statement attachment was created only when doing an import but not when creating the statement manually. This commit will move the logic to create the attachment into the create of account bank statement

[IMP] ai{,fields,server_actions}: installing ai module installs ai_fields and ai_server_actions

Installing the main AI app now also installs the AI Fields and AI Server Actions tools. This gives users the full set of AI capabilities automatically, reducing extra setup steps and improving the initial experience.

Improving UX by adding all of the AI related functionalities when AI module is installed.
