Code cleanup and technical improvements
The Italian EDI withholding reporting functionality has been folded into its parent Italian EDI module, removing the need for a separate backport-specific module. This simplifies maintenance and keeps the same functionality available from the main localization package.
Original PR description
This commit integrates the functionality from the `l10n_it_edi_withholding` module into its parent, `l10n_it_edi`. The separate module was originally created to backport this feature to a stable version (16.0), making it obsolete now.
