Colombian electronic invoicing is moving away from the paid Carvajal service now that a free in-house alternative is available. This removes most Carvajal-related functionality, reducing reliance on an external provider while leaving some cleanup for a later update.

Now that we have our own free alternative for Carvajal, the time has come to put it to rest.
This commit removes most of the Carvajal related code, the rest will be removed in a future pr in master.

This change removes most support for the Carvajal electronic invoicing provider in Colombia because Odoo now offers its own free alternative. Colombian companies using this localization should transition away from Carvajal-related workflows as the remaining pieces are expected to be removed later.
