This fix swaps two DIOT report columns for Mexico so “exempt imports” and “exempt” appear in the correct positions. The calculated values were already correct, but placing them in the right columns helps avoid confusion and supports accurate reporting.

The values are calculated correctly, but columns 49 and 50 were inadvertently swapped.
