[ADD] l10n_{be, nl, lu, fr_account} : add Tax Category and Tax Exemption Reason for NL,FR,LU taxes

This update ensures that EDI invoices generated for Belgium, the Netherlands, France, and Luxembourg accurately reflect tax information required by Peppol standards. By adding tax category and exemption reason codes, the system now correctly handles VAT and other tax calculations, improving compliance and data accuracy for international transactions.

Original PR description

Before this commit :
NL,FR,LU tax templates did not define the UBL/CII fields `ubl_cii_tax_category_code` and `ubl_cii_tax_exemption_reason_code`.
As a result, EDI invoices generated for these countries were missing these tax metadata.

After this commit :
- All relevant NL,FR and LU tax templates now define their UBL/CII tax category and exemption reason codes.
- Specific reason codes are assigned where applicable, and VATEX-EU-O is used as the default when no dedicated code exists.
- EDI invoice generation now includes the correct tax metadata required by Peppol.

This PR adds the missing tests for the newly introduced behavior in **sections** and **combo products** widgets.

HOOT Tests

* **Sections widget (account & sale)**

  * Validate *Hide Composition* and *Hide Prices* actions.
  * Ensure duplicating a section also duplicates its invisible `collapse_` fields.
  * Confirm drag-and-drop under hidden sections resets `collapse_` values for subsections.

* **Combo products and Optional Sections(sale)**

  * Support moving combo lines Up/Down.
  * Validate optional product logic.
  * Drag-and-drop behavior:

    * Moving a product line under an optional section → quantity set to `0`.
    * Moving it out of an optional section → quantity set to `1` if previously `0`.
    * Moving a subsection under an optional section → resets `collapse_` fields.

 Python Tests

* Validate `parent_id` compute logic.
* Test utility methods used in portal and report for Sales Orders with sections.
