This pull request reverts a recent change to how work orders consume tracked components. The previous update caused issues with other functionality and was merged with a problematic update from another team. This revert ensures stability and corrects a broken test case related to component consumption.

This revert [1]. Commit [1] has been merged with another commit OC side. However, the latter has impacted some other use cases. This is the reason why we need to revert both. The current commit also improves a test in `test_consume_component.py` to cover the case that has been broken [1] 75febe5a72f091a9940b27c7a59a31f3fe3c407a opw-5939156
