Documentation and clarification updates
This pull request adds an individual contributor license agreement for cliffkujala. It clears the legal requirement needed before their pending contributions can be accepted, with no direct product or customer-facing change.

Adds `doc/cla/individual/cliffkujala.md` as required by [`doc/cla/sign-cla.md`](https://github.com/odoo/odoo/blob/master/doc/cla/sign-cla.md) to enable my pending contributions: - #264621 - `[FIX] l10n_tw_edi_ecpay: fix RST in manifest description` - #264622 - `[FIX] mail: fix RST in manifest description (backport of 3ee29a3 to 19.0)` I confirm I have read and agree to the Odoo [Individual Contributor License Agreement v1.0](https://github.com/odoo/odoo/blob/master/doc/cla/icla-1.0.md), and that I am authorized and able to make this agreement and sign this declaration.
