Report printing now avoids a server bottleneck that could make Odoo stop responding when several PDFs were generated at the same time. Assets needed for PDF creation are handled locally and safely, so users can print reports more reliably during busy periods.

Description of the issue/feature this PR addresses: wkhtmltopdf loads the stylesheets, scripts, fonts and images of a report over http from the very workers that are waiting for it. Once every worker is rendering a pdf, those requests queue behind them, wkhtmltopdf waits for its network timeout and the instance stops answering until the workers are killed by `limit_time_real`. Fixes #199880. Current behavior before PR: Printing a few reports at the same time (or one mail composer regenerating its attachment on each onchange) with all workers busy deadlocks the instance for `limit_time_real` seconds. Desired behavior after PR is merged: Static files are referenced from disk, anything else served by the instance is resolved in-process and written to a temporary directory. Local file access stays disabled, only the directories involved are passed with `--allow`. wkhtmltopdf no longer needs a free worker. --- I confirm I have signed the CLA and read the PR guidelines at www.odoo.com/submit-pr
