New functionality added to Odoo

[ADD]stock: create a tooltip for incoterm when no records exist.

Adds a helpful tooltip when the Incoterms list is empty, giving users clearer guidance in the Inventory area. This improves the first-use experience by explaining what the empty list means instead of leaving the page without context.

Current behavior before PR:
    - In incoterms has no any tooltip
Desired behavior after PR is merged:
    - Add a view tooltip in incoterms
    - It will appear when the list of incoterms is empty
