Enhancements to existing features
Phone validation options are now available under Contacts in General Settings instead of being limited to CRM settings. This makes the configuration easier to find and accessible for businesses that manage contacts without relying on CRM.

Description of the issue/feature this PR addresses: Phone validation setting are only available in CRM Setting. Desired behavior after PR is merged: Add a new setting `Contacts` in `Generale Settings` with phone validation and add access of the field `phone_international_format`  -- I confirm I have signed the CLA and read the PR guidelines at www.odoo.com/submit-pr
Users returning to a previous view through breadcrumbs now land back where they left off, including both vertical and horizontal scroll position. Kanban columns also remember records loaded with “load more,” reducing repeated clicks and helping users continue work faster.

Users return to the same place in a page after navigating away and back, including both vertical and horizontal position. This makes wide lists and kanban views easier to use by reducing repeated scrolling and helping users keep their context.
