Users can now group accounting journals so several can be selected at once in financial reports. This makes report setup quicker and reduces repetitive selection work for finance teams.

Belgian payroll now lets employers set a voluntary higher withholding tax rate on contracts, helping employees spread tax payments more evenly through the year. Payslips for company cars also show the vehicle license plate next to the related benefit line, making the information clearer for employees.

### Purpose
Sometimes you want to pay more taxes every month instead of paying
a larger amount after.
e.g. Withholding tax in PFI contract is very low every month, but you'll
have to pay more at the end of the year.
### Specification
Allow to voluntarily increase the withholding taxes.
Add a field "Fiscal Voluntary Rate" on the contract and if set,
use this rate instead of the basic amount ONLY if the amount with the new rate is higher.

Before this commit, when we use `testUtils.patchDate`, the function `Date.now` was not using the fake date for reference. This is an issue with the lib momentjs, which instantiate the current date as follow: ``` new Date(Date.now()) ``` Because of this, we were handling patched date and unpatched moment objects. Financial report users can now select predefined groups of journals in one click instead of choosing each journal individually. This makes report filtering faster and easier when working with multiple related journals.
