[REF] web_editor, website: rename editor left panel tabs

The website editor’s left panel tabs have been renamed to better match what users find there. “Options” is now “Style,” while “Theme” is now “Options,” making the editor easier to understand without changing functionality.

- "Options" -> "Style"
- "Theme" -> "Options" (as now contains not-theme-related options)
