Adds a new Partner Commission app to manage commissions owed to referrers across sales, subscriptions, invoices, purchase orders, and CRM leads. This helps businesses track referral rewards more consistently and automate related purchasing and accounting workflows.

When restoring a copy of the database without filestore, for example to test locally something, allow to access the invoices and payment. This `read_grid` override assumed the records were always grouped by a many2one field and blindlessly read the value `.id`. This crashes for other field types. Group aggregation functions (e.g. "date:quarter") were also not supported and crashed. Task 2237653 Forward-Port-Of: odoo/enterprise#9870

Note that the schemaLocation is empty in the last import.
If this xsd is generated in the instance, when trying to generate an invoice
gets the next error:

Now, if an xsd is incorrect, no download that files and avoid stamp errors.
