This fix ensures Belgian payroll calculations count prior employment when determining months worked in the previous year. As a result, commission-related pay is included correctly instead of being skipped when prior months were incorrectly treated as zero.

The number of months worked in the previous year was not including previous occupations. Thus, the commissions were not added as the number of months was 0.
