[FIX] currency_rate_live: Update the live update URL

The live currency rate update service now uses the Romanian National Bank's new curs.bnr.ro domain. This keeps automated exchange rate updates working after the old www.bnr.ro access path is retired in August 2026.

As of 6 August 2026, the XML files used by software applications to retrieve daily exchange rates will no longer be available directly through addresses on the www.bnr.ro domain and will be accessible exclusively via the curs.bnr.ro subdomain.

The XML file names will remain unchanged; only the access domain will be modified.

[FIX] l10n_fr_pdp: fix translation issue on lower python version

On python 3.10.12 `test_export_translatable_resources` fails. This is fixed in this commit build-944659 I only tested it on 17.0 since we do not seem to have the build error on higher versions.
