Code cleanup and technical improvements
Brazilian fiscal reform functionality has been moved into the standard localization modules, replacing separate temporary reform modules. This keeps the 2026 tax reform preparation in the main Brazilian invoicing workflow without intended changes for users.
Original PR description
The 2026 Brazilian fiscal reform required us to implement changes in new modules because of the stable policy. We merge all this functionality into the standard modules and remove these *_fiscal_reform ones. This commit should not introduce any change of behavior. task-6418119
